Dr. Ali Bin Saeed Al -Samikh holds a Ph.D. in Philosophy and Political Science from CAIRO UNIVERSITY, and was elected in 2015 for a second term as Chairman of the National Human Rights Committee (NHRC) in Qatar which mandated with the protection and promotion of human rights both domestically and internationally.
Dr. Ali, through his position as the president of the Qatar NHRC, which is accredited with “A” Status by the Global Alliance for National Human Rights Institutions (GANHRI), made a number of international and regional initiatives in the field of promotion and protection of human rights in many contexts. They range from combating terrorism, and efforts to promote dialogue between those in charge of law enforcement, national institutions and civil society organizations, taking advantage of the best international practices with regard to achieving security and ensure the realization of human rights as two complementary responsibilities of States, to basic Human Rights such as the Right to Water and Sanitation.
Dr. Ali has organized and chaired many international and regional conferences and meetings that are directly related to human rights, including the International conference on challenges to security and human rights in the Arab region, which was held in Doha during the period November 5-6, 2014. This conference was the first of its kind as it was attended by high-level representatives of Arab interior ministries, civil organizations, national human rights institutions, and the United Nations human rights mechanisms. This made the conference a real breakthrough in the promotion of the partnership with the General Secretariat of the Council of Arab Interior Ministers and the development of a program to implement the recommendations of the conference, promote the dialogue between national human rights institutions and the human rights offices at the interior ministries, reconsidering codes of conduct for security officials and develop the Arab Convention for combating terrorism. Dr. Ali chairs the International working group emerged from the conference to activate and follow-up on its recommendations, together with representatives from the Arab League, the UN High Commissioner for human rights, the General Secretariat of the Council of Arab Interior ministers, and the Arab network of national human rights institutions.
Dr. Ali has strong relationship with all partners in the field of human rights and security in the Arab region and throughout the world, especially the General Secretariat of the Council of Arab Interior Ministers and human rights offices in many of interior, justice ministries and community organizations, in addition to the office of the High Commissioner for human rights of the United Nations which participated and sponsored all meetings and conferences organized.
